Regulations on the Circulation Audiovisual Materials

Article 1
Borrowing limits and return times:
- All faculty, staff, and students at the University may borrow audiovisual materials from the Center by presenting their University ID.
- Faculty and staff may borrow up to 6 items for a period of 7 days (this includes audiovisual materials in any format, but no more than 3 DVDs). These items may be renewed once.
- If an instructor needs to borrow items for a longer period of time for teaching or research, they may complete the Extended Borrowing Request Form, and apply at the Center after obtaining the seal of his/her program (extension 2576).
- Students may borrow 5 audiotapes for a duration of five days. These items may not be renewed. Videotapes may be viewed at the Center’s facilities; they may not be removed from the Center.
- All items borrowed by instructors (including items for an extended period) must be returned within one week after final exam week so that the Center may conduct inventory.
- All audiovisual materials are for the express purposes of learning and research. They may not be used for other reasons.
Article 2: Late returns and fines
- Notifications for overdue items will be sent once a week.
- Beginning the day after the due date, each item will incur a fine of NT$10. If an item is not returned by the due date, the borrower will lose his/her borrowing privileges until they have paid all outstanding fines.
- All items borrowed for an extended period must be returned within one week after final exam week. The Center will send the borrower a reminder one week before the due date. If the borrower has been notified and does not return the item(s) on time, he/she will be fined NT$500.
Article 3: Damage and lost items
1. All borrowed items should be treated with care. The borrower will have to pay in full for damaged items.
2. Borrowers should ensure that audiovisual materials do not come near or in contact with water, magnets, heat, or dusty environments.
Article 4: Borrowing by alumni
1. Alumni may borrow audiovisual materials by presenting their alumni card.
2. Alumni may only use materials in the Center’s facilities; they may not remove materials from the Center.
3. Alumni should bring their alumni card and national ID or driver’s license to borrow items, and should return the borrowed items and headphones after use.
4. Alumni should follow all regulations for viewing materials at the Center. Violators will lose their borrowing privileges.
Article 5
These Regulations have been passed by the Foreign Language Teaching Resource Committee and will be promulgated and implemented upon approval of the Dean of the College of Foreign Languages and Literatures. The same procedure will be followed for each amendment.

Article 1: Reproduction Guidelines
- These services are meant to meet the teaching, research, and promotional needs of Fu Jen Catholic University. Due to the fact that some materials are out of print, difficult to obtain, or come in different formats, and to preserve items in complete form and extend their life cycle, the Center can reproduce audiovisual materials as a non-profit service available to all instructors and clergy at the University. This service is not available to students or people outside the University.
- Audiovisual materials that have been reproduced by the Center must only be used for teaching and research purposes at the University. The user must sign a waiver to bear responsibility for any issues that may arise due to copyrights.
- Requests to reproduce audio and visual cassettes or other types of media should be made at the office of the Center. The person making the request should come three days afterward to collect the item.
- After individual programs at the College of Foreign Languages have purchased audiovisual materials through their portion of the budget at the Center, the new materials must be inventoried at the Center before being lent out. Borrowed items should be returned to the Center after use. If a copy needs to be made for student use, the expenses for reproduction will be deducted from the program’s budget for audiovisual materials.
- Instructors of programs at the College of Foreign Languages who need to borrow materials long-term for teaching or research purposes may complete the Reproduction Request Form available at their program. After receiving the approval of the head of the program (the costs will be deducted from the program’s budget allowance for audiovisual materials), the instructor may borrow the item on a long-term basis.
Article 2: Recording Fees
Recording fees are charged according to a formula and are used to offset costs for maintenance and damaged items. Recordings are charged per hour. If a recording is less than an hour, the fee will be equal to one hour. If a recording is 90 minutes, there will be a charge for 2 hours. Details follow:

Article 3
The Materials Production Room at the Center allows instructors to convert audiotapes and videotapes into CD, DVD and other digital formats, and comes with hardware and software for editing that may be used free of charge. Instructors are encouraged to make full use of these services.
Article 4
These Regulations have been passed by the Foreign Language Teaching Resource Committee and will be promulgated and implemented upon approval of the Dean of the College of Foreign Languages and Literatures. Each amendment will follow the same procedure.

1. 本要點規範之視聽資料乃指提供外語教學、研究有關資源,公播形 式的錄音與影像的所有多媒體資料 (包括光碟、VCD、DVD,CD、 藍光影片及電子語言教學軟體等)。語言自學室軟體類型與上述規 範相同,但資料範疇僅限「語言練習」,各國文化、社會、歷史、 地理等介紹軟體不在購買範圍。
2. 經費來源 :每年從核定預算之消耗費按比例提撥購置經費。
3. 採購方式 :
(1) 為使經費有效運用於實際教學所用,採各院、系、所、學程 單位審查介購申請的方式行之,並按實際介購申請時間的先 後次序辦理。(介購單如附件)。
(2) 因經費限制,本中心保有最後統籌採購的決策。
4. 資料運用與放置 :
(1) 視聽資料因數量有限,僅開放給教師做教學與研究借閱使用, 資料存放於聖言樓九樓 SF913 資料保存室。
(2) 語言自學室軟體則提供全校教職員工生進行語言學習使用。 上項資料僅限自學室內使用,不得借出。
5. 採購報帳流程 :
(1) 查核複本 : 為避免視聽資料重複購買,介購單位請於購買前至外教中心網頁 http://www.mmc.fju.edu.tw ,或資 料 庫 網 頁 140.136.214.22/opac880 查詢。
(2) 採購: 配合總務系統電子化,中心線上填寫請購單並送會計室及總 務處核可後,由外教中心通知各單位依照填寫資料進行採購。 視聽資料採購需經相關單位核可後始能購買,不可先行購買後才填寫請購單,若與學校採購程序不符,其採購金額須由購買單位自行負責。
(3) 報帳及建檔工作: 完成採購後,請將已購置之視聽資料、發票送至外教中心聖言樓九樓 SF911-1 辦公室,完成編目、建檔工作之後,由中 心完成核銷作業。金額一萬元以上須加附廠商三家估價單。
6. 本要點經外語教學與數位學習資源委員會通過後,報請教務長核定後施行。修正時亦同。
